Do Jews in Spain sell their chametz or pay to get rid of it?

Sometimes we pay a donation to sell our chametz to the Rabbi of our Shul so that the Rabbi may sell it to a non Jewish person to hold it for us until after Passover then we buy it back.

Jews, anywhere, are supposed to dispose of their Chametz.  Doesn't matter what country they are in.
