On there internet sites no they wont.

If however you go into their shops the manager would probably use his discretion and allow you to place bets on 2nd favs. Why not, its not that different to betting on favs is more to the bookies advantage in the long term.

The only problem that would occur is if you got lucky and ended up winning a massive payout. They would then probably say that your bet was against the rules and therefore void.

When i was  manager i always accepted 2nd Fav bets.

at my local bookies fred dones they do take 2nd favs for dogs and horses
