Like the question says. If a Mercosul resident is a citizen of a country that requires a visa, but is now a legal PERMANENT resident (docs and all) but not citizen of a Mercosul country, does the resident need a visa to visit Brazil or Uruguay (places they would need a visa otherwise)?

By resident I also mean a permanent admission and resident card of a mercosul country.

  1. I don't think so, but you should consult the country you're interested in visting embassy's.

  2. The full mercosur members are

    Argentina

    Brazil

    Paraguay

    Uruguay

and they are allowed to Travel freely between each other countries as tourist and just need to present proof of citizenship such as Identity card or Passport

If You re a foreign national living in one of the Mercosur countries and normally require a Visa to Uruguay or Brazil..you will continue needing a Visa..holding residency doesn't exempt you from this requirement,Chile in the other hand will exempt you from visa requirements if you you hold a valid residency permit of Argentina..In all other case Visas and passports are required if you normally need one regardless of your immigration status in mercosur

It would help if you stated your current nationality and in what Mercosur country you re reside to better assist you

    Best of luck though!
