I heard that a TV will use more electricity when it is turned off than when it is on. Is this true?

No, a TV uses more energy when it's on than when it's off.  TVs and other devices in standby mode don't use that much energy but over the course of the year, this can be a few kilowatts.  Not a big deal but when you consider how many millions of TVs there are out there, it starts to add up quite quickly.

    Anyways, if you have the manual for your TV, it'll list its power consumption when it's on and when it's in standby.

    As for your problem, sounds like an issue with your cable service or antenna.
