  1. No, I believe that you will need a chauffeurs license.

  4. You only need a CDL if operating a passenger vehicle designed to transport 16 people (including the driver). (such as a small shuttle bus). Your state may require a special "permit" for the company (not the driver) issued under the authority of the Public Utilities Commision. The taxi company would need to apply for this permit in order to operate legally.

    Some states may require a special endorsement on your license, but not an actual CDL.  (If you are in PA, you can drive taxi on a regular class C license. no endorsement needed)

  5. not exactly some areas require what is called a "hack" license

    but if the driver is carying multiple passengers (like a small bus or airport shuttle ) they may have to get one depending on the state they operate in
