all the thugs from school have 2 kids and a council house - of course they don't live with them or see them... they're still living with they're own mothers.

What?? Secondary school kids are still babies they just all want to play, not rule the playground.. You have a few issues..

The thugs at MY secondary school are now mostly either (a) in prison; (b) dead from overdoses, car crashes or fighting with each other; or (c) in dead-end jobs with no prospects.

Control?  No, I wouldn't say they control anything, really.
