No, a U.S. permanent resident does not need a visa to enter Mexico no matter what his home country is.  You do not need your birth certificate either...your birth certificate from another country is not going to help you re-enter the U.S.  What you need is your green card and a photo i.D.  If you are flying, you need a passport from your home country. You can use the site below to verify this.  Just enter your nationalty, enter that you are an alien resident of the U.S. and enter your destination , then click for the info.

  4. no, but you will need to provide either a passport or birth certificate, or other id, and you must obtain a temporary visitors permit.  I think it costs between $22-$25 for 180 days...the beauty is you can use it as many times as you want before it expires!
