  1. No, not if you mean Legal Permanent Residents.

    U.S. lawful permanent residents may continue to use this Alien Registration Cards or other valid evidence of permanent residence status to return to the U.S.

    All acceptable documents for LPRs denote identity and citizenship, and are secure, fully adjudicated documents that can be verified and authenticated by Customs and Border Protection (you know the ones that let the 19 terrorist into the USA) at ports of entry.

    However, that applies only when you come back into the country, going to another country is different and you should contact their respective consulates or ambassies.
