Doubtful.  After all, the current issues with immigration involve ILLEGAL immigration (key word there in caps).  Children from international adoption are LEGAL immigrants.

  We don't want these people in our country.....yet we are willing to adopt their offspring?

No.  I think unethical adoption practices by those in charge affect how people view adoptions in those countries.

The stories in the media have been fairly ugly recently.

Well, seeing as Bush already has set up the North American Union with Mexico and Canada, I would say yes.
