Generally not. Some Embassies have a U.S. M.D. who would act as a Regional Medical Officer, and many (most?) Embassies will have a nurse/nurse practitioner on staff in the med unit (this person could be American or local). These individuals will generally NOT be available to U.S. citizens visiting/resident in the foreign country, just in case you're wondering.
