  1. I always have either a fan going (in the summer), or a white noise machine on when I'm sleeping. I can't sleep very well without it (since I'm used to it), even when I'm someplace that's quiet. Since I live in an apartment complex, there are always people having loud conversations in the parking lot at 2am, or honking at 6am. I'm a light sleeper and the white noise machine masks those noises; I sleep better. It was especially valuable when I worked nights and slept during the day.

White Noise is technically the random distribution of energy across the entire electromagnetic spectrum, which includes audio, radio, visible light, and cosmic rays.  I see little use for a machine which is capable of producing such energy.  Perhaps you're thinking of a Pink Noise generator, which is limited to the random generation of energy across the audio spectrum.  Such an effect is similar to unchanging static.  At low levels, it would be comparable to the sound of a distant waterfall, or running brook, or similar to the sound of rain.  Some people find it relaxing, and a machine that can synthesize such effects is enjoyable.  Especially when trying to block out other random sound distractions.  At the correct volume, the ear becomes attuned to the noise generator, effectively blocking it out, which also reduces any other distracting noises from the hearing.

    Testimonials?  It's a matter of personal preference.  Some people love them, others are entirely unaffected by them.  To get an idea what effect it would have on you, go to a mall that has some kind of fountain which generates a continuous splash, and see how it affects your level of relaxation.
