There is really no solution as far as preventing  nature's most powerful storm.  I think you will save more lives if you concentrate on a way to get storm information to the people.  With some information, you can only hope that they will take action to increase the chance to survive the impact of such a powerful and deadly storm.

Preventing storms is not possible yet.  There have been attempts to do this but nothing has worked so far.

No.  The water is so hot over there that there is no way to prevent storms from forming.

They are not prepared as we are for hurricanes, they also don't have the technology we do to forecast storms.
