This is a good question to ask in the anthropology section, but I think you are a little miss directed.  If you had the technology to come to earth, what would you gain by trying to control such a primative group of cultures?

Look around you like an alien would and what do you see?

In the US you have a country that calls itself a democracy, while its written laws define it to be a republic, but in reality it is an oligarchy where the rich control the two parties allowed to hold power, they control what you learn and when you learn it, and they have the people convinced that they have the good life.  The religion is said to follow the teachings of Christ, who taught to love thy neighbor as thy self, but no other civilized country on earth executes more people each year, or has a higher percentage of its population in or having been in jail.  You do not give aid to, or monitor the raising of your youth, your educational system is poor,  your health system is medievil and only cares for the wealthy that some how think that injecting fat and know poisons into their faces make them more beautiful.  Your economic system assures that over half of the workers on your planet make less then $10 a day and that means most people on your planet survive on less then $1 a day.  The percentage of elderly in your population is unbelivable small.  And the care and social interaction with that group and the rest of society in the US is a Human Rights violation.

Do aliens secretly control the human race?  No!  We have not come here to control you.  We have come here to watch you implode.  By 2050 the population of this planet will be 10 billion people, global warming, which your leaders are stupid enough to think is caused by CO2, they have never done an energy equation, will cause over 50% of the best crop land in the US to turn into desert and the rest to shift crops that are of less value.  Right now every person on earth has less then a hectare of land to fill all of their needs.  By then when the oceans rise, as much as 25% of that may be gone.  

Face it your meat!  It is not the meek that will inherit the earth, it is the ants.  They are the smartest creatures on this planet, just go ask them.

I wish they did, it would make life more interesting and unify the planet in common cause.

I am confident that we will discover unintelligent life on nearby planetary systems in the coming decades, but I doubt we will ever find extra terrestrial intelligent life.

even if there were aliens, they would be too far away to communicate with unless we achieved some kind of cultural immortality.
