  1. Only bases that are bonded to ethanol are impaired.  

    They are frequently charged with RWI, "reacting while impaired".

    All kidding aside.  I'm pretty sure you mean "unpaired", rather than "impaired".  And the answer is "no".  Bases don't usually have any unpaired electrons.  A substance with an unpaired electron is called a "free radical" and will react very readily so as to pair up any electron which is unpaired.
