  1. in Canadian football, it is the same as the NFL rules

    as soon as the ball is on (not thrown), then he could move forward


  2. not sure i understand your question. but each player needs to be behind the line before the ball is snapped no matter what. There can be lateral movement behind the line before the snap. Linemen are not restricted to a certain part of the field.

  3. a player ineligible has to stay within 1-2 yards of the line or its illegal man down field
