  1. No.  You have to live in an apartment that allows pets.  It's your landlords right and choice to allow or not allow pets.  And if your current lease says you can have pets, he can change a future lease to say you can no longer have pets.

  2. No, not all landlords accept pet deposits.  Only a building where pets are allowed will allow a deposit.  The deposit covers damage the pet might do to the dwelling while it is occupied, like replacing carpet, etc.

You can't force a landlord to accept your pet and accept a deposit.  It is his property and it is up to him if pets are allowed.

  3. No. If it says in your lease that pets are not allowed, then pets are not allowed regardless of whether you offer a deposit or not. If you don't live in a big development but have a private landlord, offering to pay a pet deposit might increase the likelihood of them allowing you to have a pet. But if they don't allow you to have a pet, don't get one. It's not worth it to try to keep it secret, and you will most likely get caught.
