No,  that's not a universal number of segments. According to this site, 10 - 14 segments are quite common in oranges.

The oranges here have 10 and 11 slices. Its funny you would ask about this because I've been wondering if all oranges have 11 and why they do. So, maybe we have too much time and need something better to do. Anyway, the way plants use numbers is very interesting but they don't seem to favor any one number over the others.
