Do all public pools require one to wear a bathing suit?

Yes, you need to wear a swim suit. And why would women wear men's swim suits?

In the US....yes.

Some countries have less restriction and may permit full nudity.

Others have more restrictions and prohibit men and women in the same pool.

It depends on the rules; I know some public pools have private 'naturists' swims.  But yes, you will get in trouble if you don't cover up top and bottom.

While bathing suits are rapidly becoming the norm at public swimming pools, they are by no means required. Women with larger chests should not wear 2 piece bathing suits because water will be absorb in the fabric, which increases weight and can cause back problems. It is therefore recommended for women the women to just wear a one piece or shorts "like the men."
