  1. No, not 'all'.

    Many high-schools in Europe require their students to wear uniforms, this is most noticed in the U.K. Once they go to college and university, no uniform is required unless it is a private school and then it depends on the dress-code of that school.


  2. I've hosted exchange students from Denmark, Finland, Germany, Switzerland and Sweden. None of them ever wore uniforms. So, the answer is "No."
