Do all states use Dept. of Personel to hire or is it just NJ?

I am from New Jersey and just missed the test so I was thinking of trying other surrounding states. Im willing to relocate.

Many states and cities have some sort of central hiring agency that recruits for all the departments.  It depends.  If you go on the website of the police department you want to work for, it should say who is responsible for hiring.
