I need usps servces today because I'll out of State tonight.

Yes it is a national holiday.  However, check with a local store chain like Long's or Smith's which may have an open service.

All retail units are closed and all regular delivery is curtailed.  Express Mail, however, is still delivering, as that is done 365 days a year.
