Do alternative energy incentives work?

I'm doing a debate and need evidence that says alternative energy incentives (such as tax breaks, etc.) will make more people use alternative energy sources. If you can find any thing that says they will, please answer. Thank you!

It has been MY experience that they do NOT.   They just change the 'point of application' of the use.
