It's the 'Victory Monument' (Patuxai) in Vientiane, Laos, at the end of Lane Xang Avenue running through the city. From a distance it looks a bit like the Champs Elysee and Arc de Triomphe, but it's an ugly parody when seen close up. Best seen from a distance or at night as in the photo.

Also called the 'Vertical Runway', it was built from cement supposed to be used to repave the airport runway!

it resembles the arc de triomphe in paris but i may be wrong, may be a different one. yeah just looked at pictures of the arc de triomphe, totally wrong, it's too early in the morning for me, lol. sorry

It's not the Arch de Triumph.  There are palm trees in the neighborhood.  There is a through-way at the base, though.  Just guessing, I'd say this building is in Southeast Asia.  Thanks for giving me another thing to worry about.  LOL
