Have you checked on finn.no?  This morning there were 222 sykler listed in Oslo:

The only other place I've heard recommended is the Loppemarked held by the local schools.  Another option is that since summer is winding to a close, the sports shops will be putting them on sale for the end of the season.  Last year there were some pretty good deals around September.
