  2. No not always. I've gotten older bills from

    ATM's but I assume they have to be at least in fair condition to avoid mechanical problems.

    If you want nice crisp new currency for something just ask the teller. I used to get a stack of bills to make "money trees" to give as cash gifts.  If you're not familiar, they would look like trees with folded cash making up the leaves, it's a way to give cash but with a little style. I'd get a stack of 50 $1 bills for example and clip them onto a tree framework.  

  3. Not always. It depends if the bank got new bills from the Treasury that day or week.

    You can always go inside the bank and ask for new bills.
