Do barking dog whistles really work?

I've heard different opinions--I have a barking neighbor dog and the owners don't make him be quiet--so every time I go out in my backyard --he barks at me--any ideas? They aren't the kind of neighbors that you can "nicely" ask to quiet their dog--they just don't care--and there's no noise ordinance in my village. Thanks!
