Do birds normally do this?

i have a gouldian finch and when i hang her outside on my porch she puffs her chest up and sits in the sun all puffed up. What's she doing?

She is letting the sun get to her feathers, the increased sun heats up the wings an feathers increasing blood flow improving flight! It is all normal.

if it is warm she could be lifting her feathers to keep herself cool
