YESS!! sometimes you can't hear it, but man does it smell baaaad. just make sure to give them food that isn't bad for their digestive system. we had to change the food we bought for our cats.

Yes it is often as a result from a poor quality diet, and is mostly related to cheap wet canned food which is sometimes mostly water and fats. You can arrange for a vet to analyse a p**p sample from your cat. Your vet will probably look for potential imbalances in the stomach acids/enzymes and also for the possibility of a worm infection, of which flatulence is often a symptom (though not usually the only one).
