Do cats have a memory?

My cat climbs onto the garage roof and the only way we can get her down is with a ladder. Twice ages ago she jumped down on her own but she seems too scared to do this now. She jumps up from our fence, but it is too narrow to land on to get down. Yesterday she did it again. It was a freezing day and I couldn't get her down on my own (I have a bad shoulder and can't climb). I tried everything to get her down, with food and calling etc. but she was too scared. In the end I had to wait till my husband came home, but she sat there howling in the cold and wind for 4 hours until he came. I was really upset. But why does she have a memory for some things such as my whistle and where her food is, but not her roof stranding experience?
