Actually, given the fact that cell-phone-using-drivers are statistically more likely to cause and/or be involved in traffic accidents, we could say that the inverse relationship is more likely to hold true -  folks who use cell phones while driving have lower IQs  ;-)

Yes it does and it should be outlawed.................! Any one with an IQ should use it and not use the phone while driving...

I don't think so. I use my cell phone all the time while driving and I seem to be as smart as I ever was however I do notice my knuckles drag the ground more now than they did before. Could be a correlation...I'm not sure....*wink*

No.  A person's IQ does not change when using a cell phone while driving, however, your amount of attention you are paying to your driving does change, and thus, we have a problem.
