  1. The rules are the same for EVERYONE from infants on up.  To FLY to and from Mexico, you must have a passport. To travel by LAND or SEA, adults need a hoto I.d. and birth certificate and children need a birth certificate.  See 1st site below to read law for yourself.  See 2nd site for passport info.

  5. YES they do...my niece and nephew had to have a Passport and they were 2 and 4 to go on a Cruise to Mexico 2  years ago....so they do. My kids went on the same Cruise and they had to have them they were 10,12 and15 at the time...Passports are needed by everyone now
