It depends on what you consider to be a "high". The massive dose of nicotine will give you a pretty good buzz and make you mellow for a while. It's not overpowering, but it's definitely an effect of tobacco use.

I have had cigars strong enough to make me weak in the knees. I would consider that a high.

if you inhale it, and smoke the whole thing, it will make you VERY sick. Do NOT do so. It's far too much tabacco to be inhaled and aren't supposed to be.

After your first few yes,   once you become addicted to the tobacco,  you will no longer get the buzz.  

This is because your brain naturally produces nicotine.   When you first smoke a cigar  your brain is now flooded with extra nicotine,  this is what creates the high.  Your body will automatically adjust to the excess nicotine and stop producing its own.   This is what causes nicotine addiction.   Smoking the cigar will be required to maintain natural nicotine levels.

When you smoke you can hold it in your mouth like most smokers do, or, you can inhale it like most buzz bound people do (usually teenagers).

If you inhale the smoke will go into your lungs and then then into your blood stream. Once it is in your body, and you inhale more than once, you will get a buzz.

A buzz is most easily related to being mildly tipsy from alcohol, or just dizzy.

A "high" is something you get from drugs. It is a slang term to describe the feeling of extreme happiness or mellow-ness.

So, to answer your question, NO you will not get high from a cigar.

It's called a nicotine high.  Smoking anything with nicotine/tobacco will give you this high....some don't classify this as a high...but when you first start smoking, it definitely is.
