they do have to accept the payment but this is not a good way. There is no agreement on what the debt actually is and they can say you owe them anything on top of the debt you owe. This is because they are allowed to charge you their own fees and interest for the time not paid as well.

there is a law regarding a right many ppl don't know they have. U CAN write a letter of Cease And Desist 2 the creditor. U can inform them that U don't deal w/ collection agencies & that U deal ONLY w/ the creditors.

They do have to accept your payment, but if it's not the amount agreed upon, you would still be in default.  ***

Yes, if not they can be held liable for refusing to take payment. You can show proof that you tried to pay what you could. Now, if you pay, then that means you acknowledge and accept the debt.
