Do college counselling services provide medical certificates?

for students that have missed things or exams and things or can only doctors and people trained in primarily physical ailments do that?

ACTUALLY, CCS may be able to assist you in obtaining"Disability Accomodations" if, for instance, it is determined that you are suffering from depression and have been unable to keep up with your coursework. Call the Office of Disability Accomodations for more info. This is in the US.

they cannot dear. try asking in your school clinic where there is a doctor. they are the only one entitled for issuing medical certificate. ^_^

Only doctors can give  a medical certificates.

the doctors have their own special form that they write the medical certificate on and it is widely accepted by employers, schools, colleges and universities.
