Do colleges put the sat score as their first consideration?

I have straight a in all my classes, but i did really bad(like 1600)in my Sat test,is that going to hurt me when i go to some good colleges like state univ.

not really. they look at everything and one type of grade doesn't matter. you should be fine. just take the SATs again and again until you like your score. some colleges dont even look at SATs!
