Depends on how fast and how sharp.  If the officer considers it reckless driving, then he SHOULD pull you over.

Here's a clue.  If the tires squeel, even just a little bit, you are going too fast.

Depends on why the turn was made. If just to make a turn that you were about to miss. Get 'em out. License, registration and proof of insurance, please.

If to avoid hitting someone or thing, probably not.

In either case, the driver has to be aware of situations and circumstances on the road to avoid such instances.
