Do digital cable decoders work PAL/NTSC?

Question

I want to bring an NTSC HDTV from the US to Argentina, where the broadcast norm is PAL. The TV would be connected to a digital cable decoder. Do you know if that decoder will work with an NTSC TV set? I can't seem to get an answer from the cable provider. Argentina is still analog - it has not yet chosen a digital norm, i.e. ATSC or DVB.
