Do earlier UK student visa applications have bearing in a new application for spouse visa?

The person asking has been denied student visa by the Bristish Embassy twice and is now going to apply for spouse visa. Will they look into his previous applications or they will consider this new application entirely separate?

Your latest application will be viewed in the totality of your previous applications.  You will note in the application that you are asked:

"Have you ever applied for a UK visa before?"

and

"Have you ever been refused a visa for the UK?"

and even

"Have you ever been refused a visa for another country?"
