Some tend to hole up in their house doing eccentric things :)

And some are very public about it

Asking this question is like asking if all white people are outgoing and as you can tell, that's a pretty silly question.

Of course not all eccentric people are outgoing, just like not all shy people are depressed, and not all old people are lonely.

Shy people are just as likely to be eccentric, but of course, you may not notice it as shy people (obviously) keep to themselves a lot.

Eccentric comes in both. Some are shy and quiet and some are very outgoing. I tend to be on the outgoing side but I do know some introverts who are eccentric.
