  1. EFI systems work on a constant differential pressure between the fuel supply system and the intake manifold.  This constant differential is maintained by a fuel pressure regulator which adjust the pressure at the injector supply rails by controlling the rate of fuel return to the fuel tank.  The fuel pump itself may, or may not put out a constant pressure.  This does not matter as long as there is sufficient pressure for the regulator to work against.


  2. The answer is that some do and some don't.  There are models out there that are designed to provide constant fuel pressure.  They are generally more expensive.
