Do female parakeets get dominate?

Question

I have two female parakeets and i was wondering if females get like dominate. I have one who's just a tad bit bigger than the other and she is like always kicking the other one off the swing, stick, or toy. My other one is so submissive and just gets off, and always lets the other one win games(and fights).

females can get like that. put any 2 birds together and i can get like that. they have decided the "pecking order" its normal.
