Do flies lay eggs in the house in places other than rotting meat?

I found a ton of them by the window in the kitchen and by the back door. There is no food whatsoever there. Why are the maggots there?

We have been having fly trouble. Have found flies enjoy laying their eggs in our animals food dishes. It is disgusting and I find myself picking through their dishes before I lallow my pets to eat.
