Do high school grades matter on college transfer applications?

I am entering as a freshman in college this fall, and plan on transferring to another school for next fall. A lot of my schools require high school transcripts and possible SAT scores with the application.

If I have good college grades, but had a 3.0 (and a 1070 on the SAT) how would that look?

Do the high school grades really matter?
