Do hormones control body responses? Responses are defined as gland secretion or muscle contractions...?

They take part in controlling body responses. An example is when the posterior pituitary gland secretes oxytocin, the uterus of a pregnant woman will be caused to contract, which will lead to the expulsion of the baby and placenta. But it is still the brain which primarily controls bodily responses.
