Yes.  Having public records(unpaid bills from utilities, medical, judgements, etc) affects your score.    Too many and large amounts hurt your score, and sometimes, the medical bills can be added as a creditor to your history.

Yes. Yes they do. They are just like any other bills, and they will be sent to collections, from what it seems, more quickly than unsecured credit card bills.

Yes - if you do not pay as agreed, it will be reported to the bureaus...utilities do this as well....
