Do i get visa first?

please help me .i want to send my bro for studying abroad.we dont know about procedure.shud i apply first for study or apply for visa first?we are in karachi pakistan.i heared that first i have to get any admission form then they will give visa.

I am assuming you are sending your brother to study abroad at a university. First thing, he needs to be admitted at such university, and then you need to talk to an International Student Counselor there to see what are the next steps. Some universities will do all the paperwork for an international student visa, and some don't. Most of them require proof that you can pay and afford them, though, unless they are offering your brother a scholarship. So call them and find out...
