  2. I don't think there's a law against selling it to minors, but some stores might refuse to sell it to you if they think you are too young to handle it safely/up to no good.

    Where I live (United States), you do not need a license or background check to purchase this common chemical.  Perhaps the other answerer is confusing it with ammonium nitrate?
