Do i have to have a permit in the state of mass before i get a license if i am 19?

I am wondering if i need to have a permit before obtaining my license even though i am 19yrs.old. Can someone please help me i need to knwow hat i am suposta do

Yes.  You need a permit no matter the age.

The permit demonstrate you know the laws of the road.

The road test demonstrates you can operate the car safely.
