If you are asking if you have to pay for a visa...No...if you are from the U.K. ...which I presume you are.  You will get a tourist card good for up tp 180 days when you are on the plane.  It costs about $22.00USD.  There are no other "fees" to enter Mexico.

Charlie is correct.  All you have to do is pay for a tourist visa.  Just look at the first link and click on Tourist Cards - Visas.

If you're going to fly, you need your passport.  In the cost of the ticket will be included the cost of the tourist visa.  If you're going to drive, then you need Mexican car insurance.  The link I have provided also is primarily for Mexican car insurance.  It's just a cool link because of all the added info they give you (such as Mexico laws).

If you're going to just walk across, then your driver's license should be all that you need until January 31.

The third link is for when a passport will be needed to get into Mexico via driving.  Right now all you need is your driver's license (until January 31--then you'll need your birth certificate as well).  

If you're going to drive into Mexico, you'll also need to pay a bond (which is given back to you once you leave Mexico, provided you keep your receipt--there are some exceptions to this--read the vehicle permit link located in the first link for further info).  

The second link provides you with that information as well as additional links for Mexican car insurance.

The third link also provides when passport requirements will be necessary for all travelers (regardless of walking, driving, flying, or going by cruise).
