if you want to access and maintain your group, you have to be signed into Yahoo, so I would suggest the answer is yes

No, you only have to be signed on to the group to

approve or deny membership.

You also have to be signed on to change or add anything.

It depends what you mean.  You always have to hav e a Yahoo ID available to own a Group, but you don't always have to be signed in using that Yahoo ID.  You can sign out, then sign back in again later when you are ready to resume your ownership duties.
